City Planner Anne Norris stated that a t~me limit should not be requ/red with proper phasing and adequate restoration. C~ssion oonsensus is that if Mr. Sauter deviates from his grading plan, his operation will be ceased by way of a permit ¥iolation. Co~ssio~er [~r noted that the pennit is no longer being called a conditional use and therefore cannot be p~ssed onto the next property o~ner. Motion carried.
