Enclosed are copies of the final statement and a summary crf <br /> the guide. They are being sent to y~u until the guide, incorporating <br /> m all the changes approved by the Council, can be made available. <br /> One of those changes in the guide was to allow voluntar~y participation <br /> m in source separation programs before determining Whether a mandatory <br /> approach is needed. If by Jan. 1, 19B8, voluntary ~?orts of cities, <br /> townships and counties have not achieved the Council s objectives for <br /> i was~te redtrction and source separa~on, mandatory source separation <br /> would go into effect by July 1, 1988. <br /> <br /> The new guide also requires: <br /> I - A .ban on landfilling of compostab)e waste (such as leaves and <br /> gra~s clippings), recyclables-(such as newspapers, c~ns and <br /> m glass) and combustible solid waste after 1990; <br /> - The opening of up to three new landfills intended ~o accept only <br /> m residuals remaining after waste has been processed; <br /> - E~tablishment ~f region-wid~ programs for public education and <br /> participation and for developing markets for recovered materials <br />I and energy. <br /> <br /> The Council appreciates very much the com~nents and direction given by <br />i citizens, officials and others on the guid~. Seventy-two persons pro- <br /> vided testimony for the public hearing ~ecord and over 500 pages of <br /> written and oral con~nents were provided. The response helped make the <br />m guide a b~ter document and shows the importance of solid waste manage- <br /> ment to the Metropolitan Area. <br /> <br />m copies of the guide will be available toward the end of April.
