I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

It should be en~hasized that the special assessment method and
policies s~m~arized herein cannot be oonsidered as all-inclusive
and that unusual circumstances may at times justify special
considerations. Also, any fixed cost data and rates presented
herein will be adjusted from year to year by the ENR Construction
Index or the Consumer Price Index.

(1)

Area- The area to be assessed is the total land area in
acres of a property lying within a Sanitary Sewer District,
including street and utility easement, but excluding those
areas as described under "Properties Not Assessed'. The
types of improvements to be assessed on this basis are:

(a) Sanitary Sewer Trunk: For residential sanitary sewer
ten inches (10") and larger in size.

(b) Storm drainage.

(c) Improvements to Industrial and Commercial Developments.

(2)

Unit (Lot) - Unit is a parcel or lot in a residential area
that is a minimum of eighty feet by one hundred thirty-five
feet (80' x 135'). Any lot which contains adequate width
and depth to allow for subdivision shall be assessed for the
maximum number of units the parcel can be subdivided into.
~he location of an existing structure shall not be reason to
ex~mpt large lots from additional assessments.

For oorner lots, the unit area assessment shall be adjusted
such that any corner lot abutting any assessable street
improvement shall be assessed only once. In the event that
only one street adjacent to a corner lot is improved, the
corner lot shall be assessed at the time that the street
which any driveway enters onto is improved. Bowever, in the
event all driveways from a corner lot enter into a major
thoroughfare or collector street which is improved by other
than local funds, that lot shall be assessed for a one-half
unit at the time the side street is improved.

The types of improv~ents to be assessed on this basis are:
Trunk and lateral water, sanitary sewer and street and storm
drainage improvements for subdivision of residential,
industrial and oo~mercial properties.

(3)

Front Footage - For assessment purposes, front footage is
the actual front footage to be used in the case of normal
rectangular lots. For odd-shaped lots, approximately
rectangular lots, shallow lots, corner lots, large tracts,
double-frontage lots and neck lots, front footage shall be
adjusted as follows:

(a)

Odd-shaped Lots - For odd-shaped lots, such as exist on
cul-de-sac or triangular intersections, etc., the
adjusted front footage is oomputed by dividing the area
of the lot by the average depth. The maximum front
footage for an odd-shaped lot shall be two hundred
(200) feet or the average footage of the rectangular-
shaped lot in the area, whichever is greater.
