I I Mayor and Counci]members City Ac~ini st r ator Staff Report for Apri] 1985 1) Finance - The following is hereby sukmitted on this item: I I I I I I I I I I I I I I I a) City's annual audit for 1984 - Council should be receiving the 1984 annual audit report in May 1985. b) Computer and acoounting - We have all of our general accounting items on the computer and we are now working to get the major ancillary items to accounting on the computer which heretofore have never been on the oomputer. The following is a partial list: --Purchasing --Bank reooncil iations --Assessment rolls --Land parcels Summary: Due to major a~inistrative changes/requirements during the past year, we have really done exceptionally well in holding our own in this area. We will be starting on the budget this year in May 1985, due to more requirements which I think will be good for the City in its long range financial planning. 2) Legislation - T~e foll~ing is hereby suk~nitted on this it~: a) Landfill legislation - The City's landfill legislation regarding compensation and mitigation is in the revisor's office. ~'ney did have some problems regarding the constitutionality of portions of it. Consequently, City Staff m~t with them and ! think these hurdles can be overooa~. I'm r~a.~onably sure that the bill won't get enacted this year due to the hearing process which is necessary to educate lawmakers, concerned citizen groups and individual citizens. There were two articles in the Minneapolis Tribune which I'm attaching to this report. b) Local government aid - I will co~m~ent on this at the meeting. 3) General - %~ne foll~ing is here3~y su~itted on this it~: a) Construction - We are expecting a very busy year in the building area as oompared to last year. b) Public works - Merle has indicated that he anticipates a very busy year. This year, as an example, we have 14 miles of street to bring up to shape before they are sealooated. We are also sweeping our own streets this year. We have several areas where they want to reconstruct the street (which were commented on at the public hearing). c) Administration - We have a lot of things that have to be accomplished which I will com~_nt on at the meeting.
