I
I
I
i
I
I
I
I
I
I

April 18, 1985

TO: City Administrator

FROM: City Planner

RE: Monthly Staff Report

Eoonomic Develoupent Commission: As you know, the EDC prepared a
promotional brochure and Council approved the draft and directed
the EDC to seek bids for its production. Bids were opened on
April 18; the Council is scheduled to award a bid on April 23,
1985. The EDC has formed a Publicity Subcommittee to inform the
community of economic development activities which has prepared
an article for the next Tri-City newsletter on the EDC. The EDC
Legislative Subcommittee has been involved in urging state
legislators to reform the state's property tax formulas with
respect to small and medium commercial properties. This
Subcommittee also presented local legislators with
reoommendations for truth in referendum requirements; Senator
Dab/ forwarded these recommendations to the Revisor to be drafted
in to a bill.

Planning: The Planning Commission is in the process of reviewing
a draft of the reoodified zoning ordinance. I used the existing
ordinance and amen~ents, the Comprehensive Plan and comments
from City staff and Planning Commissionmembers for this draft.
The Commission is hoping to oomplete its review of the ordinance
in the next month so that the Council and Commission can have a
joint work session to go over the reoodification in early su~imer.
I have put the ordinance on the word processor so that I can make
any and all changes directly rather than having to rewrite all or
part of the ordinance. As time permits, I am also putting the
remainder of the City Code, with all amendments, on the
processor. In addition, the City Accountant and I are working
with Tele-Terminals to determine what the city needs in the way
of planning software.

Legislation: I have been following and trying to keep up to date
on the current landfill legislation issues. I have also been in
contact with other host oommunities in the metro area regarding
Ramsey's proposed oompensation and mitigation legislation. I
have received many positive comments on this proposal and I think
the City will have the support of other host oommunities on this.
I have a/so been following the local government aid formula
discussions.

Other: As you know, I serve on the North Metro Traffic Task
Force Technical Committee. Later this month, we will be
beginning our survey and analysis of all existing and potential
bridge crossing sites frc~ ~ighway 101 to 1-694 and I will keep
you informed of all develol~ents.
