That the applicant has properly applied for preliminary <br />development plan approval of a Planned Unit Development known as <br />West Oaks. <br /> <br />2. That the applicant appeared before the Planning and Zoning <br />Commission for concept approval on January 15, 1985 and the <br />Commission approved of the applicant's concept; the minutes of <br />this meeting are hereby incorporated by reference. <br /> <br />3. That the applicant appeared before the City Council for <br />concept approval on February 26, 1985; the minutes of this <br />meeting are hereby incorporated by reference. <br /> <br />4. That the applicant appeared before the Planning and Zoning <br />Commission on April 2, 1985 and the Commission recommended <br />approval of the preliminary develot~nent plan and rezoning; the <br />minutes of this meeting are hereby incorporated by reference. <br /> <br />5. That the proposed site of the applicant's request presently <br />contains R-1 Residential and RB-la Rural Business zoning. <br /> <br />6. ~nat the proposed site consists of approximately 1250 acres. <br /> <br />7. That the surrounding property is either residential or <br />vacant. <br /> <br />8. That the applicant is proposing a master site plan for the <br />P.U.D. of 251 single family home lots, open space, and two <br />con~nercial lots. <br /> <br />9. That the applicant is requesting approval of a preliminary <br />development plan for 50 single family hc~ne lots. <br /> <br />10. That the concept of the proposed P.U.D. is consistent with <br />the City ' s Comprehensive Plan. <br /> <br />11. That the plan is designed to form a desireable and unified <br />development within its own boundaries. <br /> <br />12. That the proposed development will not be detrimental to <br />present and future land uses in the surrounding area. <br /> <br />13. That any exceptions to the standard requirements of the <br />zoning and subdivision ordinances are justified by the design of <br />the proposed develolx~ent. <br /> <br />14. That the proposed development will not create an excessive <br />burden on parks, schools, streets and other public facilities and <br /> <br /> <br />
