Caine dated March 15, 1985. Following is a list of <br />comments and concerns resulting from my review: <br /> <br />The proposed grading site is approximately 34 acres in size and <br />the proposed cuts range from zero to ten feet. <br /> <br />e <br /> <br />Based on the regulations of the Minnesota Environmental Quality <br />Board, a mandatory Environmental Assessment Worksheet is not <br />required since the site is less than 40 acres. <br /> <br />In review of the grading plan, the north edge of the site shows <br />vertical cuts with no slope and the east edge of the site shows <br />slopes exceeding three feet horizontal to one foot vertical <br />(3:1). I would recommend that all final slopes be less than 4:1. <br /> <br />Based on the Anoka County Soils Survey, the soil on the site is <br />Hubbard coarse sand which has a rapid permeability. Also, <br />existing data in the area indicates that the water table is below <br />elevation 860. Therefore, drainage should not be a problem. <br /> <br />The plan does not address wind and water erosion of soil. A <br />phasing plan and restoration plan should be provided. <br /> <br />The north edge of the site boarders a residential development. <br />Article 170.014H of the City Code requires that the industry <br />provide screening along the boundary of the residential property. <br />Plantings may be placed on the property line and fencing may be <br />constructed within five (5) feet of the property line. <br />Therefore, the City may require a buffer strip to be left on the <br />north edge of property for screening or future screening. Also, <br />adequate buffer should be left around the entire site to insure <br />that the grading operation does not infringe on adjacent <br />properties. <br /> <br />cfi,il a municipal · planning · soils · land sun'eying <br /> <br /> <br />
