! <br />I <br /> <br />Mr. Schnelle stated that the City should be oonsistent and require platting; <br />hardship is required for a metes and bounds subdivision. <br /> <br />O~uncil discussed that it was intended for the 159th cul-de-sac to oonnect with <br />the Hedgehog stub that abuts the Wetterlind property. <br /> <br />Mr. Goodrich noted that it requires more than an economic hardship to allow <br />metes and bounds subdivisions. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Motion by Councilm~ber Cox and seconded by Councilmsnber Sorteberg to find no <br />hardship on which to base granting a variance to the platting requirements for <br />Mr. Lauren Wetterlind and to therefore deny the request for a metes and bounds <br />subdivision and refer the matter back to Planning and Zoning Commission for <br />platting consideration. <br /> <br />Further Discussion: Councilm~mber Sorteberg noted that Council is leaning <br />towards oontinuing plans for the future connection of 159th Lane and Hedgehog; <br />this would impact Mr. Wetterlind's lot alignment proposal..councilmenber COx <br />stated that connecting 159th and Hedgehog would result in 2 one acre p~rcels <br />being split from Mr. Wetterlind's 10 acre ~cel. Councilmembers Sorteberg and <br />Reimann stated that they would not oppose going with one acre parcels if it <br />would allow for the connecting of 159th and Hedgehog. Council~mg~er Schlueter <br />suggested that Hedgehog be left as a dead-end stub; make provisions to assure <br />that 159th will acoess the p~rcel to the east of the Wetterlind's; it is not <br />Council's place to change the lot configurations beyond what Mr. Wetterlind has <br />requested. Councilmember COx inquired if Counciln~ber Schlueter would have a <br />probl~n with the subdivision if it came back to Council with one acre lots, <br />which is less than what rural residential requirements specify. Councilm~m~er <br />Schlueter stated that she would consider it from Mr. Wetterlind's position but <br />she is not going to assu~e that he desires to subdivide in that way and vote on <br />that assumption. Councilm~ber Sorteberg inquired if Council is discussing <br />easements or built roads. Mr. Goodrich stated that platting requires built <br />roads; Council can name a time limit on road installation. Councilm~mber <br />Reimann pointed out that it was intended for cul-de-sacs to connect with <br />through streets for better road maintenance and police surveillance. Mr. Art <br />Raudio was present and stated that if the stubs are not going to be used, the <br />City should cease to require then, as they are an added cost burden for the <br />developers. <br /> <br />Motion carried. Voting Yes: Acting Mayor Rein~nn, Councilm~mbers COx and <br />Sorteberg. Voting No: Counciln~ber Schlueter. Absent: Mayor Heitman. <br /> % <br /> <br />E. Request For Metes And Bounds Subdivision: Case Of Ms. Lorraine Stone - <br /> <br />Ms. Stone was present. <br /> <br />Councilme~ber (Dx noted that there is a considerable amout of Iow land on this <br />parcel of MS.
