I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />TO; Mayor and City Council <br /> <br />FROM: City Staff <br /> <br />RE: Lower Rum River Water Manag~ent Organization <br />[]ATE: April 19, 1985 <br /> <br />The Lower Rum River Water Management Organization, consisting of <br />the Cities of Coon Rapids, Andover, Anoka and Ramsey, met and <br />reviewed the latest version of the Joint Powers Agreement on <br />Thursday, April 18, 1985. A copy of that agreement, with some <br />minor revisions, is attached for your review. The final draft <br />should be available early in May. <br /> <br />In discussing this issue with Councilmember Sorteberg, we <br />concluded that the agreement is acceptable. Basically, each City <br />will be responsible for doing their own studies which will be <br />submitted to a third party for assembly and presentation to the <br />Metropolitan Council for approval. <br /> <br />As you know a Comprehensive Storm Drain Study has been completed <br />for most of the areas south of Trott Brook. This was done at a <br />cost of some $15,000. The City Engineer estimates that <br />completing the study for the remainder of the City will be some <br />$10,000. This could vary depending on the complexity of the law <br />as additional information may be required in the previously <br />studied areas. <br /> <br />The water management organization costs for the first year are <br />estimated at $12,500. Ramseys share, based on the formula, would <br />be $4,875. The cost for preparing the final plan is estimated at <br />$15,000 with Ramseys share being $5,850. If the City Engineers <br />$10,000 figure is accurate, then we could expect our total costs <br />to be about $21,000. This could be levied to the County or <br />funded from other City sources. <br /> <br />The other member cities will be acting on this issue in early <br />May.
