m <br /> /I <br /> I <br /> I <br /> I <br /> I <br /> I <br />,I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />and incidental to the effectuatton of the purpose~ of this Agreement. <br />Funds may be expended by the Organization in accordance with procedures <br />established herein. Orders, checks and drafts shall be signed by the <br />chair or vice-chair and the treasurer. Other legal instruments shall be <br />executed on behalf of the Organization by the chair and secretary. <br /> <br /> Subdivision 2- Development of Initial Wl~O Plan: The plan will consist <br /> <br />of 5 parts, with each of the four cities contributing their respective <br />part and bearing the responsibility of their part conforming to the require- <br />ments of the Metropolitan Surface Water Management Act. Each of these four <br />parts will include the following info~ation and will be done at the expense <br />of each city: <br /> <br /> 1. An inventory of existing water resources and their present <br /> and intended future utilization, a description of existing and <br /> proposed land use and an identification of other environmental <br /> characteristics of the watershed which must be considered as <br /> part of future management decisions. <br /> <br /> 2. A definition of the existing hydrologic system, an estimate <br /> of the effects of existing and future development on the water <br /> quality and quantity of the watershed and an identification <br /> of existing and potential problems. <br /> <br /> The fifth part will detail the overall plan as all the <br /> cities relate to one another. It will serve to do the following: <br /> <br /> 1. Establish criteria, guidelines and policies for management <br /> of the water resources and protection of the natural characteristics <br /> of the watershed consistent with their intended use. <br /> <br /> 2. Identify the management strategies which must be implemented <br /> to maintain and improve the water resources of the watershed, and <br /> determine where conflicts exist with the plans of local <br /> government units. <br /> <br /> The costs incurred for the development of the fifth part will be paid as <br /> outlined in Subdivision 3. <br /> <br /> Subdivision 3 - Operating Funds: On or before August 1st of each year, <br /> the Organization shall prepare an operating budget for the following year <br /> for the purpose of providino funds to operate the Organization's business. <br /> Annual administrative expenses and cost of Part 5 as defined above shall <br /> <br />-6- <br /> <br /> <br />
