! <br />! <br />! <br /> <br />! <br />! <br /> <br />PRO~EDINGS OF CITY ODUNCIL <br /> BOARD OF RE/IRE ' <br /> CITY OF RAFSEY <br /> ANOKA O0U NTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council oonducted a Board of Review on Wednesday, April 24, <br />1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br /> <br />M~rs Present: <br /> <br />Acting Mayor Gary Reimann <br />Councilmember Jean Schlueter <br />Councilmember Arnie (3ox <br />Councilm~nber A1 Sorteberg <br /> <br />Also Present: <br /> <br />City Ac~inistrator Lloyd Schnelle <br />City Assessor Les Wirz <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br /> <br />Members Absent: Mayor Gary Hei~man <br /> <br />Oouncilm6{nber Sorteberg called the Board of Review to order at 7:18 p.m. and <br />led in the Pledge of Allegiance to the Flag. <br /> <br />Douglas Fountain - 15255 Garnet Street - Stated he is present to protest the <br />valuation of his property located at the northwesterly oorner of Waste <br />Management of Minnesota Inc. cwned property currently used as a landfill in <br />the community. Mr. Fountain referred to Planning and Zoning/City Council <br />public hearing minutes dated June 25, 1984 regarding Waste Management of <br />Minnesota, Inc. 's request for expansion to the north and south of the present <br />landfill site and quoted the following: 'Mr. Bjorklund stated that his input <br />tonight will be his opinion and only his opinion as a professional real estate <br />appraisor regarding the possibility of this proposal. Mr. Bjorklund stated <br />that he examined the landfill site, all the plans and neighboring properties. <br />Based on his examination, he doesn't see much of a concern with respect to <br />adversely affecting properties to the south in the inudstrial area. However, <br />to the north, in the area of single family homes, these people have a probl~{n <br />and by probl~n he means a reduction in value.' <br /> <br />Mr. Fountain then referred to Council minutes dated Sept~d~er 10, 1984 and <br />quoted the following: 'Mr. James Reichert of Coale, Reichert and <br />Sand/Attorneys At Law, stated that his office has been retained by hemecwners <br />who have suffered damages because of the present landfill. Mr. Reichert <br />stated that h~neowners in the surrounding area have already suffered <br />devaluation of their property as a result of the landfill being located next <br />to th~n. ~nis detrimental effect has been doc~nented in several instances in <br />their inability to sell. Based on this doc~mm_nted unmarketability of present <br />property surrounding landfill, assessed valuations overstate the value of that <br />property.
