She felt that other real estate agencies probably feel the same
way.

Chairman LeLeux asked Mr. Boger Hermanson (citizen in the audience) when and
why he bought in Ramsey.

Mr. Hermanson replied that he bought his house on September 29, 1983. Before
that tin he lived in the basement of a b~me in Ramsey. Be liked the City and
decided to buy a house here. When he bought, the landfill was not a visible
probl~ to him until approximately ten months later when the landfill requested
expansion.

Chairman LeLeux asked City Assessor Lester Wirz bc~ a h~me is assessed.

Mr. Wirz stated that the valuation is based on square footage, classification,
location and the age of the home. These are taken from the County manual.

Mr. }~ermanson inquired as to how garages are assessed.

Mr. Wirz explained that attached and detached garages are assessed the same.

Mayor Beitman asked Ms. Ross if the oontinu~tion of the landfill will improve
the situation.

Ms. Boss stated that it may be okay if it's continued but not expanded. No
matter what, the fear of water contamination to the wells is there already.

City A~inistrator Schnelle stated that the Metro Council should'ye addressed
the host City problems in their Metro Solid Waste Manag~nent Development Guide/
Policy Plan but they chose not to do that and let those host cities go on their
(~n in developing legislation that would protect them and their citizens.
Consequently, all comments received here will be used as support for our
legislation that is now going through the legislative prooess.

Mr. DeLuca asked Ms. Ross what the average value of a h~me is in Ramsey.

Ms. Ross replied that it would be in the high $70,000's.

Mr. DeLuca asked if realtors have a questionnaire they give to people selling
their h~ues asking if they live near a landfill.

Ms. Ross stated no.

Mr. DeLuca referred to the news article about Ramsey that was published in the
Anoka County Union. In it, Ms. Ross made s(~ne negative statements regarding
Ramsey because of the landfill. He asked her if what she said to the news
media wasn't detrimental.

MS. Ross said that yes, it probably was, but they asked for her honest opinion.

Mr. DeLuca said that regarding the ad caml~ign, his feeling is that it wouldn't
help.

Landfill Ad Hoc Committee/4-zg-s5
