Mr. Miller stated that he
will try and get an explanation for Mr. Fountain regarding the lxesence of
that scraper on the outside boundaries of the landfill.

Mr. Fountain stated that on Friday, May 17, there was a gray auto on the north
80.

Mr. Miller replied that the auta~obile belongs to personnel from Bickock
Engineering.

Mr. Miller requested re~tions for restricting acoess to the north 80
that w~uld be agreeable to residents in that area.

Mr. Fountain suggested that the Landfill Operations Su~ttee visit the
landfill in Elk River and see what is going on out there; that landfill is not
oontrolled as stringently as this one in Ramsey; Waste Management of Minnesota
is doing a 9ood job.

Mr. Miller stated that the way the operation in Elk River is being run and
policed has a lot to do with the difference in lxicing; when Waste Management
of Minnesota says they are losing revenue, the reason is because haulers can
dump at Elk River cheaper because Elk River does not have to follow the same
restrictions as Ramsey's landfill.

Mr. Wentura stated that he has heard that Sherburne Oounty will be
incorporated into Metro Gouncil jurisdiction.

b) Lggislative Sub~ttee -

Mr. Fountain stated that there is no for~ Legislative Sut~ttee report at
this time.
May 20, 1985
