I <br />I <br />I <br />I <br /> <br />COUNTY OF ANOKA <br /> <br />COURTHOUSE ANOKA, MINNESOTA 55303 612-421-4760 <br /> <br />Mr. Lloyd Schnelle, Administrator <br />City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Anoka, MN 55303 <br /> <br />Dear Mr. Schnelle: <br /> <br />May 6, 1985 <br /> <br />I am writing to inform you that the Anoka County Board of Commissioners, <br />at o Special Meeting of Thursday, May 2, 1985, approved the attached <br />Abatement Team Recommendation regarding a procurement process for a <br />Refuse-Derived Fuel (RDF) facility capable of processing a minimum of <br />tons per day or more of mixed municipal waste. This action is a result of <br />several months of very intense work by Anoka County analyzing all of the <br />sol id waste processi ng facility al ternatives. <br /> <br />As indicated in the recommendation, we will proceed on a staged <br />procurement process. That is to say, we will request proposals for a refuse- <br />derived fuel facility capable of processing a minimum of/~00 tons per day or <br />more from the qualified vendors of NSP/UPA, Swentec, and Waste <br />Technology. The County Board will then select a vendor or vendors whose <br />proposals are acceptable in principle and begin negotiating to the paint of <br />contract or rejection. If unable to secure an acceptable contract, the process <br />will be repeated with the second ranked process, that being a b,00 ton-per-day <br />moss burn co-generation facility. <br /> <br />The z~O0 ton-per-day figure was selected based on a study performed for <br />Anoka County regarding the amount of solid waste Anoka County generates <br />at a minimum per day. Although Anoka County will only be able to guarantee <br />to a facility what we alone generate, the opportunity to work with other <br />counties for a larger facility continues should it be beneficial to Anoka <br />County. <br /> <br />One of the financing tools the County applied for and received is an <br />application for ~8,500,000 in industrial development revenue bonds. It is <br />felt that the use of industrial development revenue bonds would be very <br />important to the project c~d assisting in keeping the tipping fee as Iow as <br />possi bi e. <br /> <br />We have established a very aggressive schedule working towards securing a <br />contract with a vendor no later than October 22, 1985. <br /> <br />Affirmative Action / Equal Opportunity Employer <br /> <br /> <br />
