Citizen participation and involvement are vital in the <br /> planning and implementation of the solid waste guide chapter. <br /> <br />There is a critical need to explain the basic facts of solid and <br />hazardous waste management so that problems can be better under- <br />stood. People must be informed of improvements in solid and <br />hazardous waste management, potentials and shortcomings of <br />developing technologies, and efforts and expenditures requiredto <br />meet future challenges. <br /> <br />The Council will attempt to inform the public about solid and <br />hazardous waste management in the region through public education <br />programs, special informational reports, educational <br />seminars,meetings and personal contacts. <br /> <br />Trma..nsport at i on <br /> <br />1. Citizen and public involvement should be promoted in the <br /> formulation of transportation policy and implementation decisions. <br /> <br />Through its current citizen participation policies, the Council has <br />established a firm basis upon which to support and justify the <br />involvement of individuals and groups in its planning and decision-making <br />processes. The effort now must be to implement these policies more <br />effectively by establishing clear goals, objectives, strategies and <br />responsibilities for citizen participation in Council programs. <br /> <br /> <br />
