As noted in the City Engineer~· <br />lette~' dated May ~1~ 1985, Arcon Construction Company was the lc~ <br />bidder by ··Me $4~,~0.9~ for the base bid and the alternate. They <br />~ere almost $60,000.00 belo~ the City Engineer~· estimate. The <br />alternate bid of $I5,~11.e0 are the additional costs to ·tze the <br />trunks to take care of the needs of the district for storm drain·Be. <br />If this oversizing is not provided~ then the trunk at·pm drains ~ill <br />be sized to ·erYc only the needs of Fltnt~,ood Hills Second Addition. <br /> <br />The Staff is re¢o~ending that the alternate bid be ·~arded. It is <br />our opinion that to not ·ize the ·ystem properly no~ would be bad <br />planning. The problem ~ith providing proper drainage no~ will be <br />that the existin~ developments ~ill never ~ant to participate in <br />their fair share of the costs in the future. <br /> <br />The oversizin~ costs~ $15,~11.~0, could be cha~ged as a City sha~e of <br />the pr·jest, as the Charter allo~s ~0% City participation ~itho~t <br />recourse. This ~ould eventually be repaid by the P.I.R. fund for <br />trunk stor~ drains. <br /> <br />Approval of this proje~t is contingent upon the developer's providing <br />appropriate securities and entering into · developer's agreement with <br />the City. Adoption of the resolution should include these <br />contingencies. <br /> <br />Resolutions approving the project with and ~ithout the alternate and <br />the City Engineer's letter are included fop your consideration as <br />enclosure (l~.-n).
