The City maps do not <br />show this easement as a street. Therefore, in preparing the <br />assessment role, I counted all the buildable parcels along Old County <br />Road 5 and the extra mailboxes on the end of the road easement. I <br />assumed that the residents along the road easement did not live on a <br />City owned and maintained street and should be assessed for the <br />improvement to Old County Road 5. <br /> <br />In reviewing the assessments, Ms. Beyer and I checked the road ease- <br />ment and found that the travelled road extended Several hundred feet <br />beyond the road easement. Therefore, all of the parcels north of Old <br />County Road 5 were not assessed. <br /> <br />In reviewing the situation with Mr. Mevissen and Mr. Goodrich, <br />Mr. Mevissen stated that the City has maintained the road easement for <br />over 15 years. Mr. Goodrich stated that, if the road easement has <br />been maintained as a City street, none of the parcels along that <br />street should be assessed for Old County Road 5 improvements which is <br />consistent with the City's assessment policy. Those parcels would be <br />assessed at the time the road easement is improved.
