'71 3.3 Cor~ntttees. 1he Organtzat$on may appoSnt Such COn~tttees and sub-committees as tt deems necessary. 3.4 R__~u~es___~nd RegulatiOnS' 3he Organization may pre~crib~ and promulgate such rules and regulations as it ~eems necessary Or e~pedient to carry out its duties and the purposes of this Agreement. 3.5 Review and Recon~endations' Where the Organization is authorized or requested to review ~nd make rec~endations on any matter, the Organi- zation shall act on such ~tter within sixty (60) days o( receipt o( the matter ~ferred. Failure of the Organization to act within sixty (60) days shall constitute approval of the ~tter referred, unless the Organization requests and receives f~ the referring unit o( government an extension of time to act on the ~tter referred. Where the Organization makes rec~endations on any ~tter to a party, the governing body of a party not acting in accordance with such reco~endation shall su~it a written statement of its reasons for doing othe~ise to.the Organization within ten (lO) days of its decision to act contrary to the Organization's rec~endation. )he Organization shall review the written statement and if dete~ined insufficient by ~he Organization, request written clarification within an additional ten (lO) days. 3.6 Ratification: lhe O~anization may, and where required by this Ag~ent shall, refer matters to the governing ~dies of the parties for ratification. Within sixty (60) days the governing bodies of the parties shall take action upon any matter referred for ratification. 3.7 Financial Matters: Subdivision 1 - Method of Operation: The Organization may collect and receive ~ney and services subject to the provisions of this Agreement fr~ the parties and f~ any other sources approved by the Organization and it ~y incur expenses and make expenditures and disbursements necessar}· -5-
