,m m I '1 '1 I I I I I I I reports and records $hall be available for and open to examination by any party at all reasonable times. 3.9 Gifts~ GrantsX Loans: lhe Organization may. within the scope o( this Agreement, accept gifts, apply for and use grants Or loans Of money Or other property frc~n the United States, the State of Minnesota, a unit o( government or other governmental unit Or organization, Or any person or entity for the purposes described herein; may enter into any reasonable agreement required in connection therewith; may comply with any laws or regulations applicable thereto; and may hold, use and dispose of such money or property in accordance with the terms of the gift, grant, loan or agreement relating thereto. 3.10 Contracts: lhe Organization may make such contracts and enter into any such agreements as it deems necessary to make effective any power granted to it by this Agreement. Every contract for the purchase or sale of merchandise, materials or equipment by the Organization shall be let in accordance with the Uniform Municipal' Contracting Law, Minn. Stat. $471.345 and the Joint Exercise of Power Statute, Minn. Stat. )471.59. No member or employee of the Organization or Officer or employee of any of the parties shall be directly or indirectly interested ih any contract made by the Organization. 3.11 Works of lmprovemept: Works of improvement for protection and management of the natural resources of the area, including but not limited to, improvements to property, land acquisition, easements or rights-of-way, ~y be initiated by: 1. Recommendation of the organization to a party or parties; or 2. Petition to the Organization by the governing body of a party or parties.
