Raatikka, P,E <br /> <br />We have reviewed the preliminary plat of Alpaca Estates Third Addition <br />dated May 6, 1985 and offer the following comments: <br /> <br />The proposed plat consists of 22 residential lots and one outlot <br />located in the Mississippi Critical River Corridor. Lots one and <br />four of block two do not show lot areas. <br /> <br />A grading plan for the Third Addition has not been provided. If <br />drainage is discharged into the Mississippi River, the developer <br />will be required to obtain permits from the Department of Natural <br />Resources and the U.S. Corps of Engineers. <br /> <br />In review of the street layout, the proposed layout .does provide <br />access to the adjacent properties. However, the two dead end <br />streets to the west are over 1,000 feet long. Article 170.038B7 <br />of the City Code limits the maximum length of a cul-de-sac to 600 <br />feet. We would recommend that all dead end streets be provided <br />with paved temporary cul-de-sacs. <br /> <br />In review of the Anoka County Soil Survey, the soils in the plat <br />consist of Hubbard sand, Becket sandy loam and Dickman sandy <br />loam. Hubbard sand and Dickman sandy loam are Class I soils <br />suitable for on-site sewage disposal systems. However, the area <br />with the Becket sandy loam lies in the flood hazard area and is <br />not suitable for on-site sewage disposal systems. Therefore, the <br />buildability of Lots 6, 7, 8 & 9, Block 4 are questionable. <br />Additional soil borings should be provided to determine the <br />existing water table. <br /> <br />Since the proposed plat lies within the Critical Rivers Corridor, <br />it will be subject to the requirements of pending Ordinance 85-2 <br />Environmental Protection. Failure to comply with the Environ- <br />mental Proection Ordiance would require a mandatory Environmental <br />Assessment Worksheet.
