APPENDIX A ADMINISTRATIVE GUIDE FOR THE ADMINISTRATION OF THE DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. i The Council has, pursuant to Section I, Subsection 1.9 of the Development Program, designated the Administrator of the City to serve as Administrator of the Development Pro- gram for Development District No. 1 and to supervise .the maintenance and operation of public improvements and actzvi- financed the Tax Increment District ties by Financing within Development District No. 1. Minnesota Statutes S472A.09 and S472A.10. ADMINISTRATIVE POWERS The Administrator will administer the Development Pro- gram pursuant to the provisions of Section 472A.10 of the Development District Act. As Administrator, he/she may, ".._ subject to such rules and limitations as may be adop- ted bY the governing body, be granted the following powers: (a) to acquire property or easements through nego- tiation; (b) to enter'into operating contracts on behalf of the municipality for operation of any of the facilities authorized to be constructed under the terms of sections 472A.01 to 472A.13; (c) to lease space to private individuals or cor- porations within the buildings constructed under the terms of sections 472A.01 to-472A.13; (d) to lease or sell land and to lease or sell air rights over structures constructed under the authority of sections 472A.01 to 472A.13; (e) to enter into contracts for construction of the several facilities or portion thereof authorized under sections 472A.01 to 472A.13; (f) contract with housing and redevelopment au- thority of the municipality for the administration of any or all of the provisions of sections 472A.01 to 472A. 13; A - i
