! ! APPENDIX A ADMINISTRATIVE GUIDE FOR THE ADMINISTRATION OF THE DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. I The Council has, pursuant to Section I, Subsection of the Development Program, designated the Administrator of the City to serve as Administrator of the Development Pro- gram for Development District No. 1 and to supervise the m~intenance and operation of public ~mprovements and activi- ties financed by the Tax Increment F~nancing District within Development District No. 1. Minnesota Statutes $472A.09 and $472A.10. ADMINISTRATIVE POWERS The Administrator will administer the Development Pro- gram pursuant to the provisions of.S~ction 472A.10 of the Development District Act. As Administrator, he/she may, '... subject to such rules and limitations as .may be adop- ted by the governing body, be granted the following powers: (a) to acquire property or easements through nego- tiation; (b) to enter' into operating contracts on behalf of the municipality for operation of any of the facilities authorized to be constructed under the terms of sections 472A.01 to 472A.13; (c) to lease space .to .private individuals or cor- porations within the bu~ld~ngs constructed under the terms of sections 472A.01 to'472A.13; (d) to lease or sell land and to lease or sell air rights over structures constructed under the authority of sections 472A.01 to 472A.13; (e) to enter into contracts for construction of the several facilities or portion thereof authorized under sections 472A.01 to 472A.13; (f) contract with housing and redevelopment au- thority of the municipality for the administration of any or all of the provisions of sections 472A.01 to 472A.131 A- 1
