I <br /> <br />The Council has, pursuant to Section I, Subsection <br /> <br />of the Development Program, designated the Administrator of <br />the City to serve as Administrator of the Development Pro- <br />gram for Development District No. 1 and to supervise the <br />m~intenance and operation of public ~mprovements and activi- <br />ties financed by the Tax Increment F~nancing District within <br />Development District No. 1. Minnesota Statutes $472A.09 and <br />$472A.10. <br /> <br />ADMINISTRATIVE POWERS <br /> <br />The Administrator will administer the Development Pro- <br /> <br />gram pursuant to the provisions of.S~ction 472A.10 of the <br />Development District Act. As Administrator, he/she may, <br />'... subject to such rules and limitations as .may be adop- <br />ted by the governing body, be granted the following powers: <br /> <br /> (a) to acquire property or easements through nego- <br />tiation; <br /> <br /> (b) to enter' into operating contracts on behalf of <br /> <br />the municipality for operation of any of the facilities <br />authorized to be constructed under the terms of sections <br />472A.01 to 472A.13; <br /> <br /> (c) to lease space .to .private individuals or cor- <br />porations within the bu~ld~ngs constructed under the <br />terms of sections 472A.01 to'472A.13; <br /> <br /> (d) to lease or sell land and to lease or sell air <br />rights over structures constructed under the authority <br />of sections 472A.01 to 472A.13; <br /> <br /> (e) to enter into contracts for construction of <br />the several facilities or portion thereof authorized <br />under sections 472A.01 to 472A.13; <br /> <br /> (f) contract with housing and redevelopment au- <br />thority of the municipality for the administration of <br /> <br />any or all of the provisions of sections 472A.01 to <br />472A.131 <br /> <br />A- 1 <br /> <br /> <br />
