HAAS
County Board of Commissioners
District #1

The Honorable Gary Heitmon ~-'
Mayor, City of Ramsey
16t~90 Uranium Street N.W.
Anoka, MN 55303

June 26,1985

Dear Mayor Heitman:

I am writing today in response to your June II, 1985, letter stating that the
City of Ramsay wishes to have no further involvement in the waste disposal
business in any form. Let me again assure you that if I singly had the power
to have the City of Ramsay removed from any further involvement with
waste disposal business, I would do it instantaneously. As you can appreciate,
I am one vote amongst seven County Commissioners who have no choice but
to come to a resolution regarding Anoka County's garbage problem as a
whole. ! can confidently say that I continually fight to protect the citizens of
the City of Ramsay and my entire district from environmental degradation. I
totally agree with you that the Waste Management landfill located in the
City of Ramsey should not be expanded~ nor a new' landfill sited.

As you are aware, all metro counties are charged with the responsibility of
solid waste disposal. In June of last year, the County Board went on record
stating that it is their intent t~)_ eliminate the need. for landfills as they exist
today. In October we began our feverish effort to put together a resource
recovery facility which would handle all of Anoka County's solid waste. We
have expended a great deal of time and money as we move towards the
selection of a vendor for negotiation in August, and hopefully complete
negotiations the first week in October. It is our hope to have the facility
operating Jn J~88. We have informed all those vendors participating in our
process that they must guarantee that no more than 25% of processible waste
collected in Anoka County can be landfilled. We will also be talking with
landfill operators throughout our area to secure long term disposal facilities
hopefully out of Anoka County.
