The plumbing inspector shall examine, Or cause to be <br /> examined, and inspect every sewage disposal system reported as impro- <br /> perly constructed or maintained in accord with the inspection proced- <br /> ures as prescribed in Chapterl5(~015, and if such system is found to <br /> be a health hazard as defined in this section, the zoning officer <br /> shall give to the owner of such system written notice stating the <br /> defects thereof. This notice may require the owner or person in <br /> charge of the systems to within seven (7) days commence either the <br /> required repairs and improvements or corrective actions to bring the <br /> system into compliance with this chapter. All such work shall be <br /> completed within ninety (90) days from the ..~at.e of the notice, unless <br /> otherwise stipulated by the plumb~in~.inspector. If necessary, such <br /> notice may also prohibit forthwi'th any further discharge into the <br /> system until all defects have been abated and approved by the plumbing <br /> inspector. ' <br /> <br /> 2. Proper service of such notice shall be by personal <br /> service upon the owner of record, if he shall be found within the <br /> Ramsey municipal limits. If he is not found within the Ramsey munic- <br /> ipal limits, such service may be made upon said owner, by registered <br /> mail or certified mail, provided that if such notice is by registered <br /> mail or certified mail, the designated period within which said owner <br /> or person in charge is required to comply with the order of the plumb- <br /> ing inspector shall begin as of the date he receives such notice. <br /> <br /> 3. At the time of service of notice as above described, <br />the plumbing inspector shall also by mail forward a copy of said <br />notice to the Minnesota Health Department and the Minnesota Pollution <br />Control Agency. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />150.018C CRITERIA FOR HEALTH ~LAZARD <br /> <br />Criteria for determination that a system is a health hazard shall <br />include, but not be limited to, tli'e following: <br /> <br /> a. The appearance of on-site disposal system effluent <br /> into surface waters at any time, or on the ground <br /> surface continuously or intermittently over a <br /> period of fifteen (15) consecutive days; <br />b. The exposure for more than seventy-two (72) hours <br /> of an on-site system or part thereof that is in use; <br />c.
