The plumbing inspector shall examine, Or cause to be examined, and inspect every sewage disposal system reported as impro- perly constructed or maintained in accord with the inspection proced- ures as prescribed in Chapterl5(~015, and if such system is found to be a health hazard as defined in this section, the zoning officer shall give to the owner of such system written notice stating the defects thereof. This notice may require the owner or person in charge of the systems to within seven (7) days commence either the required repairs and improvements or corrective actions to bring the system into compliance with this chapter. All such work shall be completed within ninety (90) days from the ..~at.e of the notice, unless otherwise stipulated by the plumb~in~.inspector. If necessary, such notice may also prohibit forthwi'th any further discharge into the system until all defects have been abated and approved by the plumbing inspector. ' 2. Proper service of such notice shall be by personal service upon the owner of record, if he shall be found within the Ramsey municipal limits. If he is not found within the Ramsey munic- ipal limits, such service may be made upon said owner, by registered mail or certified mail, provided that if such notice is by registered mail or certified mail, the designated period within which said owner or person in charge is required to comply with the order of the plumb- ing inspector shall begin as of the date he receives such notice. 3. At the time of service of notice as above described, the plumbing inspector shall also by mail forward a copy of said notice to the Minnesota Health Department and the Minnesota Pollution Control Agency. I I I I I 150.018C CRITERIA FOR HEALTH ~LAZARD Criteria for determination that a system is a health hazard shall include, but not be limited to, tli'e following: a. The appearance of on-site disposal system effluent into surface waters at any time, or on the ground surface continuously or intermittently over a period of fifteen (15) consecutive days; b. The exposure for more than seventy-two (72) hours of an on-site system or part thereof that is in use; c.
