'1

!
I
I
!
I
I
I

5

The shortage of daily and final cover (from the South Borrow) for the
current licensed landfill operation is not too severe.

The amount of soils needed from the Scheduled B area is relatively sm~:l
and should not impact too severely on that ares if excavated. Table
provides a summary of these soil needs according to data supplied by ~?LM~.
Approximately 401 of the available soils in the Schedule B area would ~e
needed in order to meet WMM currently licensed needs. The remaining
ficiency of middle and top soil final cover could be readily provide~
by soil amendment to other Schedule B soils.

TABLE 1

Total Soils Net Shorteg
Needed , poils Available Shormg~ Available or.Exces~
Needed Current South [Stock% Sub- Sub- Schedule Licensed
Soils For Plan Borrow [piles total total Site
06.300
306,30~
Daily Cover 353,100 46,80{ 177,000 130,200+
Middle Final
Cover 96,900 31,900 24,500 56,400 40,50C 36,700 3,800
Top Soil 52,000 48,900 48,900 3,100 3,100-

The quantity of soils available from Site P buffer areas are assumed
to be too high because WMM has included properties in the buffer area
which the County has requested be deleted from the designation.

!
i

I
I
I
I

ISSUES

~q~M estimate of the soil needs for Site P are too low because they have
assumed that the site will only need to provide eight inches of inter-
mediate cover on a monthly basis (9:1 waste to soil ratio).

WMM has assumed that the County would be able to obtain cover from the
buffer area of Site P. This is not possible unless we own fee title
the buffer. The decision concerning fee title ownership is not contrelled
by the County and willnot be known until after site selection.

WMM suggests that cover soils needed for Site P could be obtained fro=
the property owned by WMM north of the landfill. Since this property
is outside of the designated inventory site mining of soils from this
property is not guaranteed under the statute. Only properties included
in a designated inventory site qualify for zoning override. Also these
soils would be more costly than using on-site soils due to increased
transportation costs.

No justification is provided as to why WMM can not obtain the additional
cover needs from the property north of the landfill at this time since
they are the owner of this property.

I
I
I

Removal of soils from the southerly 80 acres of Site P would cause some
problems and raises several issues or concerns. These concerns are as follows:

1. Removal of such soils would effectively remove all or almost all, soil
berm screening possibilities for any future landfill operation.

Removal of such soils would effectively remove all, or almost all, soils
needed for any future landfill operation.
