There is mounting pressure to modify and/or a~lish the law which has <br />benefited communities. As a beneficiary of the law, the Anoka- <br /> many <br /> metropolitan <br />Hennepin School District is coordinating an effort to block pro~sa~ which wo~d threaten <br />the c~rent system of distributing revenue. . <br />To this end, we are negotiating an agreement with the firm of Holmes and Graven to <br />represent the School District and other agencies (municipalities ~d Anoka County) which <br />we are soliticing to join us in the endeavor. The agreement will stipulate specific services <br />to be rendered by the firm and the fees to be paid for such services. A maximum of <br />$30,000 h~ been estimated ~ the total cost of such representation. <br /> <br />Mr. Charles Weaver, a member of the firm and former legislator, was an origin~ author <br />of the law. He will be the primary person working on our behalf. However, other <br />members of the firm have considerable expertise and experience in such matters and seem <br />ideally suited to serve our needs. <br /> <br /> In analyzing the degree to which various agencies benefit from the current law, it is <br /> proposed that the Anoka-Hennepin School District ~sume responsibility for one-h~f the <br /> total cost of such representation, Anoka County one-quarter, and the remaining one- <br /> quarter divided equally among ten municipalities (Andover, Anoka, Blaine, Brooklyn <br /> Center, Brooklyn Park, Champlin, Coon Rapids, Dayton, Fri~ey, and Ramsey). If the <br /> estimated maximum were to be expended, it wo~d cost the school district $15,000, Anoka <br /> County $7,500, and each of the ten m~icipalities $750. <br /> <br /> It is the intent of the school district to foc~ attention on Fiscal Disparity and not the <br /> The <br /> more general issue of where development ought to be located.
