I <br />I <br />I <br />I <br />! <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Oouncilmember <br />adoption; <br /> <br />introduced the following resolution and moved for its <br /> <br /> WHEREAS, in the 1960's there existed a wide variation in tax base and <br />tax rates among oo~munities in the metropolitan area; and <br /> <br /> WHEREAS, o0mmercial and industrial growth would occur in the areas in <br />which State and regional servioes were available; and <br /> <br /> W~, taxing districts were reluctant to site regional parks and <br />other tax-free facilit/es; and <br /> <br /> W~JtEAS, there must be a o0mpensating factor to the areas that have <br />been eliminated frc~ this (xarmercial and industrial develolm~ent and areas that <br />have large amounts of tax-free land in their jurisdictions; and <br /> <br /> W~REAS, the Minnesota State Legislature enacted a tax base sharing <br />program called fiscal disparities as a way of addressing the problem of unequal <br />fiscal capacity of taxing districts; and <br /> <br /> W~FRF2~, fiscal disparities p~cwides for the sharing of tax benefits <br />from the growth and develolm~ent of commercial and industrial property among <br />taxing districts regardless of where the growth or develo~ent actually occurs; <br />and <br /> <br /> WHEREAS, the Minnesota Supreme Court upheld the validity of fiscal <br />disparities; and <br /> <br /> WHEREAS, the ratio between the City with the highest per capita <br />commercial/industrial valuation and the lowest would be almost 15 to 1 without <br />fiscal disparities and with fiscal disparities this ratio drops to 4 to 1; and <br /> <br /> W~FREAS, the City of Ramsey itself reoeives a net gain of $152,316 as <br />a result of the fiscal disparities program; and <br /> <br /> W~REAS, without fiscal disparities, the City of Ramsey would have to <br />raise property taxes or greatly reduce services to the citizens of the City; <br />and <br /> <br /> WHEREAS, there may be a proposal to exempt a billion dollar <br />develo~rent, including existing oo~mercial/~ustrial property, from the fiscal <br />disparities pool; and <br /> <br /> WHEREAS, any exemption from the fiscal disparities pool destroys the <br />integrity of fiscal disparities; and <br /> <br />N(~ T~EREFORE, BE IT RESiLV~n BY ~]~E CITY (~. OF T~E CITY OF RAMSEY, ANOKA <br />O~ONT~, S~%TE OF MINNESOTa, as follows: <br /> <br /> 1) That the City Council of Ramsey opposes any attempts at <br />exclusions from fiscal disparities. <br /> <br /> 2) That the Ramsey City Council supports a review of fiscal <br />disparities in order to assure equitable operations of tax base sharing. <br /> <br /> <br />
