This proposal details a work program whereby definitive data <br />will be developed which will allow for assessment of the present and future impact that <br />the subject landfill will have on property values in the area. A work program has been <br />especially designed to provide data in o form which will be useful in preparing <br />presentations for legislative public hearings. Our company has had considerable <br />experience in appearing before public bodies and in making slide presentations. <br /> <br />UNDERSTANDING OF TIE SITUATION <br /> <br />There is reason to believe that the Anoka Landfill, located in the City of Ramsay, Anoka <br />County, Minnesota, has an adverse affect upon the value of surrounding land, homes and <br />businesses. The extent to which this may be so is presently unknown. The city and the <br />citizens of the City of Ramsay wish to commission a study to determine the economic <br />impact and possible adverse effects which the landfill has upon property values, and the <br />market value of structures and land in residential and commercial areas affected by the <br />landfill. In addition, the city and its citizens are concerned about the impact of potential <br />water pollution problems and any subsequent need for accelerated utility installation. In <br />order to clarify this situation, with a view toward presenting pertinent data and <br />considerations to proper legislative bodies, the City of Ramsay through its Ad Hoc <br />Committee wishes to commission a study as outlined in their Request for Bid Proposals <br />dated September 27, 1985. <br /> <br />Conceptually, the study would be divided into two separate but interrelated parts. The <br />first part would be concerned with relative property values as a function of distance <br />from the sub]ed landfill. The second part is concerned with relative real estate values <br />for residential and commercial lands and structures; comparing such values in Ramsay <br />with values in other selected communities. <br /> <br />The study will also include determlnation of the impact of potential water pollution <br />problems and any subsequent need for accelerated utility installation. Data which will <br />shed light upo~ these considerations will be developed throuqh the work program outlined <br />below. <br /> <br /> <br />
