£ity of Ramsey -5- ]0/]5/85

]3) We will assess subsequent need for accelerated utility ~nstatlation as
a part of our study, given a forecast of population growth and
commercial property increase.

In the course of our studies, we would make use of data that can be supplied
by the following:

-- Minnesota Department of Health

-- Minnesota Pollution Control Agency

-- Minnesota Geological Survey

-- Minnesota Department of Natural Resources

-- Metropolitan Council

-- U.S. Geological Survey

-- U.S. Pollution Control Agency

Part II - Metro Area-Wide Comparison

This section requires the completion of a large number o~ appraisals on
various types of development in five communities including the City of Ramsey.
The following is a list of the required appraisals.

Paragraph A : 3 Values by 5 communities = 15
Paragraph B = 4 Residential land types x 5 communities = 20
Paragraph C = 5 Business types x 5 communities : 25
Paragraph D = 4 Commercial land types x 5 communities. = 20
4 Industrial land types x 5 communities = 20
Tota] 100

We feel vacant lands in most of the communities where properties will be
appraised will be zoned for either commercial or industrial development,
but not for both. For this reason, total number of appraisals required
was concluded to be 100 rather than 80.

For improved properties of comparable size, the impact of landfill might
be indicated by differences in the spread between cost approach and market
approach. For the various categories of vacant land, the landfill impact
might be indicated by the value added by platting and/or provision of
utilities.

I
I

There is overall concern that value differences might easily relate-to
locational differences or, more importantly, be questioned as such. This
concern will be addressed in subsequent sections of the proposal.

Part iii Format of Repor_~t

We always strive to produce a clear and concise report of research efforts.
However, the subject is quite technical and interest will vary with the
reader's legal ln~Jolvement and overall perspective, lo this end, we suggest
