The County has reviewed this request and we find that we cannot proceed with its processing for several reasons. These include the following: I ! I I I I I I Expansion of the landfill cannot be considered until the remedial investigation/feasibility study is completed. It would be inappropriate to allow on expansion if the site is a cause of ground water degradation. The need for expansion has not been certified by the Metropolitan Council. An environmental impact statement should be prepared which objectively evaluates at least the following: a) impact of site expansion on the current ground water problem; b) efficacy of the present final cover; c) the efficacy of the proposed final cover; d) the practicality of compacting clay on refuse to attain o permeability of I X 10-7 cra/sec; e) the impact of increased infiltration resulting from removal of existing final cover from approximately ~,0% of the site; ir) nuisances resulting from the removal of existing final cover; g) non-ground water impacts of extended operations on area residents; h) the quantity of increased moisture which will be removed as a result of slope increases; i) the impact on turf development and maintenance of increased moisture removal from the final cover; and j) impact on the Caraway North Industrial Airport.
