KORDIAK-Chaifmen <br />County Baird of Comm~l$~onerl <br /> I <br /> <br />Waste Management of Minnesota, Inc. <br />cio Donald Otter <br />Omega Hills Landfill <br />N96W12730 County Line Road <br />Germontown, Wisconsin 5:3022 <br /> <br />I <br />I <br />I <br /> <br />Dear Mr. Otter: <br /> <br />Reference is mode to the recent submittal of Foth & Van Dyke of the plans and <br />report entitled "Vertical Expansion/Environmental Improvements" for the <br />Anoka Landfill. <br /> <br />The County has reviewed this request and we find that we cannot proceed with <br />its processing for several reasons. These include the following: <br /> <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br /> I <br /> <br />Expansion of the landfill cannot be considered until the remedial <br />investigation/feasibility study is completed. It would be inappropriate to <br />allow on expansion if the site is a cause of ground water degradation. <br /> <br />The need for expansion has not been certified by the Metropolitan <br />Council. <br /> <br />An environmental impact statement should be prepared which objectively <br />evaluates at least the following: a) impact of site expansion on the <br />current ground water problem; b) efficacy of the present final cover; c) <br />the efficacy of the proposed final cover; d) the practicality of compacting <br />clay on refuse to attain o permeability of I X 10-7 cra/sec; e) the impact <br />of increased infiltration resulting from removal of existing final cover <br />from approximately ~,0% of the site; ir) nuisances resulting from the <br />removal of existing final cover; g) non-ground water impacts of extended <br />operations on area residents; h) the quantity of increased moisture which <br />will be removed as a result of slope increases; i) the impact on turf <br />development and maintenance of increased moisture removal from the <br />final cover; and j) impact on the Caraway North Industrial Airport. <br /> <br />The application was incomplete in that the following were not provided; a) <br />the plans and report did not specifically identify source and quantity of <br /> <br /> <br />
