The <br />Anoka County Board of Commissioners considers this proposal to be an <br />expansion and not an environmental improvement. <br /> <br />Waste Management is requesting an increase of approxlmately 7/~/t acre feet of <br />capacity (30% increase) at their landfill located in Ano',ca County. Their <br />request has been packaged in such a manner as to suggest that the plan change <br />is needed as a remedial action to correct present and f,Jture leachate impacts <br />on the ground water and that any tampering with, or changes to, the package <br />would result in adverse impacts on the ground water. This approach by Waste <br />Management was further set forth in their "List of Possible Response Actions" <br />which was recently submit.ted pursuant to their Consent Order. <br /> <br />Waste Management's proposal calls for: increasing the slopes from their <br />present I$ - ]0% to at least 25%~ substituting clay for lime sludge as a capping <br />material; and the provision of drainage harms and spillways. Little scientific <br />evidence or evaluation is presented by Waste Management to support their <br />claimed improvements. If slope changes are necessary for remedial action, <br />they can and should be undertaken with material other than mixed municipal <br />solid waste. The placement of an additional 1.2 mJll~on cubic yards of solid <br />waste at this site is and should be reviewed as an expansion subject to local and <br />environmental review. <br /> <br />If the Agency were to review this simply as a remedial action, we are <br />concerned that the procedural requirements for an expansion might be avoided. <br />For this reason, we solicit your assistance to ensure that adequate local and <br />environmental review (environmental impact statement) of this expansion is to <br />be provided. <br /> <br />I <br /> <br /> <br />
