CASE #

14280 Sunfish Lake Blvd NW Demolition
By: Sean M. Sullivan, Economic Development / TIF Specialist

Background:

In 2001 the city acquired land from Waste Management of Minnesota adjacent to the landfill site.
A major portion of that land was platted into Sunfish Lake Business Park First and Second
Additions. 14280 Sunfish Lake Boulevard was separated from all the other parcels due to a large
wetland. Thus, the parcel was left out of the plat and left as is. Currently, a vacant metal
building sits on the site in very poor condition (See Photo). Its location adjacent to Ramsey's
largest employer ('Life Fitness) does not help provide a positive image for this business. The
property is located outside of any TIF districts so it would be necessary to find a different method
of Rtnding the demolition. The EDA has not funded demolition in the past and it would be
setting a precedent for possible future projects.

Observations:

The City o~' Ramsey has been playing an active role in facilitating development and
redevelopment in our City. The EDA is primarily focused on facilitating Redevelopment in the
Critical Blight Redevelopment Area (CBRA). There are some properties outside of this area that
are in need of acquisition and/or redevelopment as evidenced by the Alloy Recovery site. There
currently is not a quote available for demolition of the site but we may be' able to save money
through economies of scale with the Demolition of the old Spohn property at the same time.
Based on past demolitions a cost of anywhere between $5,000 and $20,000 is expected. S~aff is
looking for a recommendation to have the EDA fund the demolition of 14280 Sunfish Lake
Boulevard NW.

Recommendation:

EDA to allocate funds necessary to demolish the structure at 14280 Sunfish Lake Boulevard.

EDA Action:

Based on discussion

Reviewed by:
Jim Norman, City Administrator
Megan Wald, Associate Planner

EDA: 08/09/04
