oF m. ms. <br /> <br />Mr. and Mrs. Bancroft have requested to temporarily place a mobile <br />hc~e on their property located at 7431 151st Avenue N.W. As you <br />know, the Bancroft's home is one of those which has experienced <br />flooding problems and there currently is approximately 1 foot of <br />water in the basement. Mrs. Bancroft states that the home is <br />uninhabitable. <br /> <br />Enclosure 1 contains the following items for your consideration: <br /> Ordinance 84-1 prohibiting temporary plac~rent of <br /> mobile homes <br /> b. City Council minutes dated December 20, 1983 regarding <br /> discussion of t~rporary plac~rent of ~obile ho~es <br /> c. Planning and Zoning Commission minutes dated February 7, <br /> 1984 regarding discussion of mobile homes <br /> d. City Council minutes dated February 28, 1984 regarding <br /> discussion of mobile homes <br /> e. Plot plan for Bancroft's property showing location of home <br /> and drainfield <br /> <br />Council Action; <br /> <br />Under the present ordinance, the City Council does not have the <br />authority to allow a temporary use of a mobile home as requested <br />unless the Council grants a variance, which variance procedure is the <br />same as the zoning ordinance variance procedure which requires a <br />public hearing. Another alternative if the Council desires to grant <br />this request would be to enact an emergency ordinance pursuant to <br />the City C~arter establishing criterion for placement of mobile homes <br />in whatever situations you deem appropriate. <br /> <br />CASE #2: <br /> <br />AUTHORIZE CIT~ TO ENTER INTO JOINT POWERS AGREEMENT WITH THE CITY <br />OF SILVER BAY FOR I~DUSTRIAL REVENUE BOND ALLOCATION: CASE OF <br />FOlD 'N' FUEL <br /> <br />As you recall, the City Council approved a request fro~ Food 'n' Fuel <br />to apply to the State for an industrial revenue bond allocation. <br />However, at that time, there were no unallocated bonds available. <br />The City of Silver Bay has a much lar~er allocation of bonds than it <br />will use this year and has agreed to transfer $ 350,000 of its <br />allocation to Ramsey to be used for the Food 'n' Fuel project. <br /> <br />Enclosure 2 contains the following items for your information: <br /> <br />a. Resolution authorizing execution of joint powers a§reement <br />b. Draft of joint powers agre~rent <br /> <br />The City Engineer has reviewed the legal documents and will report at <br />the meeting. <br /> <br /> <br />
