· ASSUMPTIONS e That the City wants a professional, unbiased study, i.e., beginning without preconceived ideas concerning the study outcome. That the study results must be valid and based on a sound statistical premise and that we should suggest, a methodology that will produce a valid product. That City and County assessment records will not provide suitable market value data that is comparable from community to community. That professional appraisals will not be required for each of the situations to be evaluated, but will be required for the commercial/ industrial portion. That the impact of potential water pollution problems will involve an analysis of available data and will not require new tests and evaluation. That a reasonable amount of assistance will be available from the Ramsey City staff. That the purpose of the study is to determine the impact of the current landfill operation on the market values-of homes, businesses and land surrounding the site. Isolating the current impact from the impact of potential future operations (or the rumor of them) may be difficult to accomplish. That approximately 80 comparisons will be made as shown on the table below.
