R,atikke, P.E. <br /> <br />I <br /> <br />November 8, 1985 <br /> <br />I <br /> <br />Mr. Bill Goodrich, Acting city Administrator <br />City of Ramsey <br />15153 Nowthen Blvd. <br />Ramsey, MN 55303 <br /> <br />Re: <br /> <br />Waste Management of Minnesota, Inc. <br />Proposal and Request for a Mining <br />Permit on the South 80 Borrow Site <br /> <br />Dear Bill: <br /> <br />As requested, we have reviewed Waste Management's proposal to use <br />the South 80 Borrow Site for cover materials for the landfill. <br />Following is a list of comments resulting from our review. <br /> <br />Since the previous request for a mining permit, both Anoka <br />County and the Metropolitan Council have lifted the <br />development limitations on a 14.2 acre portion of Inventory <br />Site P. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />The initial proposal has been revised to cover the 14.2 acre <br />portion of Site P as shown on Drawing A-1 and limited to <br />removal of 250,000 cubic yards. The removal of soils would <br />be limited to an elevation of 871.0 feet above mean sea <br />level. <br /> <br />The high water elevation of the wetland to the west of the <br />proposed borrow site was 864.19 feet above mean sea level in <br />October 1985. Therefore, the proposed mining should not <br />limit future development. <br /> <br />If the City grants the mining permit on the South 80 Borrow <br />site, WMMI has agreed to limit the excavation of the South <br />Borrow area to an elevation of 870 and areas 2 and 3 of <br />Schedule B to elevation 880 as shown on Drawing A-2. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />civil · municipal · planning · soils · land surveying · landscape architecture <br /> <br /> <br />
