C. Will the request lead to the develo~rent of certain <br /> public iwproveTents which will, in turn, attract <br /> additional future private develol~rent? <br /> <br />D. Will the request enoourage/assist future develoI~rent <br /> in the area? <br /> <br />E. Will the request increase the tax base of the City? <br /> <br />Section 4. Once Staff and the Commissions have reviewed the <br />request, their oo~ents and recomwendations are forwarded to the <br />City Council for their consideration. In addition to these <br />oc~nrents, the Council will consider the following Patters: <br /> <br />A. Will the request benefit the City as a whole? <br /> <br />B. Will the request enoourage other private develot]rent <br /> of the area? <br /> <br />C. Does the Council feel that this request will not occur <br /> without municipal financial assistance? <br /> <br />Section 5. If the Council approves a request for financial <br />assistance, all approvals will be contingent upon the developer <br />entering into a development agreercent with the City. This <br />agreement shall be drafted by the City's bond counsel and will <br />specify, but is not limited to, the following: <br /> <br />A. ~e City's financial commi~rent; <br /> <br />B. Conditions of the City's particil~tion; <br /> <br />C. Insurance; <br /> <br />D. Conditions of the developer's participation; <br /> <br />E. Events of default; <br /> <br />F. Terms for transfer or assignment of agre~rent; <br /> <br />G. Indemnification; and <br /> <br />H. Termination of agre~rent. <br /> <br /> <br />
