Councilmember Johns introduced the following resolution and moved for its adoption: <br /> RESOLUTION #16-12-228 <br /> RESOLUTION AUTHORIZING FASTLANE FUNDING APPLICATION FOR RAMSEY <br /> BOULEVARD/CSAH 56 RAILWAY GRADE SEPARATION <br /> WHEREAS, the existing at-grade vehicle and pedestrian crossings of the Burlington <br /> Northern Santa Fe (BNSF) railway at Ramsey Boulevard are unsafe and result in traffic <br /> congestion and mobility issues along US Highway 10 and Ramsey Boulevard; and <br /> WHEREAS, when responding to calls for service, emergency vehicles are not able to <br /> cross the BNSF railway at Ramsey Boulevard when trains are present, resulting in delays of <br /> several minutes or more; and <br /> WHEREAS, the City of Ramsey desires to grade separate the BNSF railway crossing <br /> from Ramsey Boulevard by constructing a railway underpass; and <br /> WHEREAS, the City of Ramsey's 2016 — 2020 Capital Improvement Program identifies <br /> this project for construction in calendar years 2018 to 2019; and <br /> WHEREAS, this improvement project is identified as an opportunity/development/safety <br /> driven priority in the Highway 10 Access Planning Study completed in 2014 in partnership <br /> between the Minnesota Department of Transportation (MnDOT) and the Anoka County Highway <br /> Department, and broadly supported by partnering agencies including the City of Anoka, City of <br /> Ramsey, Anoka County, MnDOT, and the Metropolitan Council; and <br /> WHEREAS, the City represents that this project meets the requirements of the Fostering <br /> Advancements in Shipping and Transportation for the Long-term Achievement of National <br /> Efficiencies (FASTLANE) grant program thereby allowing the project to receive grant funding <br /> through the FASTLANE program in the amount of$11,000,000; and <br /> WHEREAS, the City has the capability to adequately fund its local cost share for this <br /> public improvement project in the estimated amount of$11,000,000; and <br /> WHEREAS, the City agrees to comply with all applicable laws and regulations as stated <br /> in the grant agreement; and <br /> WHEREAS, the City has the necessary capabilities to adequately develop, implement, <br /> manage, and maintain this public improvement project. <br />
