MnDOT,Anoka County, and the City of Ramsey have each made recent investments in the local roadway network to enable improved functioning of US 10 and in preparation for the US 10/CSAH 83 interchange investment currently under construction including: • South of and parallel to US 10, Riverdale Drive is a two-lane, east-west collector roadway that serves as a frontage/backage road connecting Llama Street, CSAH 83/Armstrong Boulevard, Alpaca Street,and Traprock Street. The City of Ramsey constructed the extension of Riverdale Drive between Alpaca and Traprock Streets in 2014/15, providing a better connection to commercial and industrial areas and the Mississippi West Regional Park south of US 10, as well as enabling modified access and eventual closure of two access points on US 10 to improve the overall traffic flow and safety on US 10. The City is also currently developing plans and specifications to extend Riverdale Drive from Traprock Street to Ramsey Boulevard to complete the south frontage road connection to US 10 between CSAH 56 and CSAH 83, which was identified as an immediate priority project in the Highway 10 Access Planning Study. • CSAH 56/Ramsey Boulevard is of particular importance to the City of Ramsey,Anoka County, the Metropolitan Council,and the Counties Transit Improvement Board because it serves as one of two primary vehicular access routes to the Northstar Commuter Rail Station and the City of Ramsey's COR development,a planned 400-acre mixed-use transit-oriented development site adjacent to the station which has seen a significant amount of private development since the rail station was constructed (see attached Figure 1). In order to facilitate the planned density of the COR development,the City of Ramsey and Anoka County have identified and constructed several transportation improvements to the county's arterial roadway network. These improvements include Sunwood Drive,a primary access route into the COR development, reconstructing the intersection of Armstrong Boulevard/CSAH 83 and 147 'Avenue/Sunwood Drive, and improving Armstrong Boulevard/CSAH 83 between Bunker Lake Boulevard/CSAH 116 and Sunwood Drive. • Anoka County recently improved and expanded sections of CSAH 83, CSAH 56, CR 57 and CSAH 116 north of US 10 to increase access to the rail station in the City of Ramsey for drivers, bikers,walkers,and transit riders. • The Minnesota Department of Transportation (MnDOT) has designated US 10 as a High Priority Interregional Corridor. High Priority Interregional Corridors connect regional trade centers in Minnesota with the Twin Cities Metropolitan Area and serve as key corridors for both interstate and intrastate travel.Beginning in 2002,MnDOT,the Metropolitan Council,Anoka County, and the City of Ramsey have worked collaboratively to complete the much needed interchange on US 10 at CSAH 83. Even as MnDOT's overall agency priorities shifted from expansion to system preservation,it,as well as the other four agencies,remained committed to constructing the US 10/CSAH 83 interchange. Proposed Project The proposed railway crossing underpass project enables development opportunities in the COR and the adjacent business park,and addresses the safety,traffic,and multi-modal connectivity challenges described in the following section.
