E <br /> As we read the letter from the Homeowner to the City of Ramsey, the Homeowner is also in violation of items <br /> 1 and 4 in the "Miscellaneous maintenance standards" section. The Homeowner letter states that they scoop <br /> the excrement out every two days and after composting, it gets spread throughout their lot. Since the potbelly <br /> pig and the eight chickens use the same animal exercise area, the chicken manure is also being composted and <br /> then spread throughout their lot. We do not consider composting the manure and then spreading on the <br /> property meets the sanitary or removed requirements. The Homeowner mentions that they built a potbelly <br /> pig house. The Homeowner also has a chicken coop and an animal exercise area. That question we have is how <br /> many permanent accessory buildings can be built on a property that is 1.96 acre in size? <br /> Also contained in the letter from the Homeowner to the City of Ramsey are several pictures of the potbelly pig <br /> and the potbelly pig house. In one of the pictures you can see what appears to be electric conduit going into <br /> the potbelly pig house. Our question here is,was a City of Ramsey permit issued for the installation of <br /> electricity in the potbelly pig house? <br /> The Northfork development was plotted and developed as a Plan Unit Development and has a homeowners <br /> association. The Northfork Homeowners Association has four documents known as "Governing <br /> Documents." They are the following: <br /> 1. Articles of Incorporation of Northfork Homeowners Association, Inc. ("Articles"); <br /> 2. Bylaws of Northfork Homeowners Association, Inc. ("Bylaws"); <br /> 3. The Restated Declaration of Covenants, Conditions and Restrictions for Northfork Homeowners <br /> Association, Inc. ("Declaration"); and <br /> 4. The Northfork Homeowners Association Rules and Regulations ("Rules and Regulations"). <br /> Pursuant to Article IX of the Declaration any building or placement of a structure on property within Northfork <br /> is not to be commenced unless and until the plans and specifications for the structure have been approved by <br /> the Architectural Review Committee. Currently the Homeowner has the following Architectural Review <br /> violations; <br /> 1. Plans and specifications for the potbelly pig house built on the property have not been submitted or <br /> approved by the Architectural Review Committee; <br /> 2. Plans and specifications for a chicken coop built on the property have not been submitted or <br /> approved by the Architectural Review Committee; and <br /> 3. Plans and specifications for the fenced in animal exercise area built on the property have not been <br /> submitted or approved by the Architectural Review Committee. <br /> In addition to the Architectural Review violations, the Homeowner has chickens and a pig housed on the <br /> property which not allowed pursuant to the Rules and Regulations. <br /> We bought and built in Northfork, an executive golf course community that had association governing <br /> documents in place. These governing documents do not allow a "Hobby Farm" being built and maintained. <br /> : <br /> Based on the information provided, we are asking the City of Ramsey Council to vote NO to the Homeowner's <br /> request for a Non-Traditional Domestic Animal License. <br /> P.S. Please look over your police records on this homeowner and you will discover many issues with this <br /> resident and violations of city code (parking) and other situations that the police have had to be called to this <br /> home. <br /> Sincerely, <br /> 2 <br />
