MEMORANDUM OF UNDERSTANDING <br /> BETWEEN THE CITY OF RAMSEY AND AFSCME <br /> January 1, 2017 to December 31, 2018 as described below: <br /> M.O.U. TEMPORARY EMPLOYEES <br /> The purpose of this Memorandum of Understanding (MOU) is to memorialize the <br /> agreement between the City of Ramsey (the EMPLOYER) and the American Federation <br /> of State, County, and Municipal Employees (AFSCME) concerning temporary employees <br /> as defined in Article 2 of the Collective Bargaining Agreement; TEMPORARY FULL- <br /> TIME AND/OR TEMPORARY PART-TIME DUES PAYING EMPLOYEE. <br /> The EMPLOYER may hire up to six(6)temporary maintenance workers including two(2) <br /> EMPLOYEES in the Parks Division, two (2) EMPLOYEES in the Streets Division, and <br /> two (2) EMPLOYEES in the Utilities Division. The terms and conditions of employment <br /> for TEMPORARY FULL-TIME AND/OR TEMPORARY PART-TIME DUES PAYING <br /> EMPLOYEE(S) include, but are not limited to the following: <br /> I. shall be scheduled to work up to a maximum of 7 full months in a calendar year <br /> and will pay union dues beginning the first day of their employment; and <br /> 2. shall not be eligible for vacation time, sick leave, holiday pay, health insurance, <br /> life insurance or any other fringe benefit unless otherwise dictated by the <br /> Affordable Care Act; and <br /> 3. shall be paid at a rate of 80% of step one of the maintenance worker wage scale <br /> and will not be eligible for step changes; and <br /> 4. shall not be entitled to protections under Article 16 - Layoffs, including rights to <br /> recall; and <br /> 5. shall, in the event of being hired as a regular employee, have no time credited <br /> toward probation. <br /> FOR THE CITY OF RAMSEY: <br /> BY: <br /> Mayor Date <br /> ATTEST: <br /> City Administrator Date <br /> FOR AFSCME <br /> BY: <br /> Negotiating Team Member Date <br /> BY: <br /> Negotiating Team Member Date <br /> BY: <br /> Negotiating Team Member Date <br />
