appropriations legislation has been enacted for FY 2017. The Department anticipates <br /> that up to approximately$787 million will be available for awards. But that estimate <br /> may be higher or lower than the final amount, which is dependent on future <br /> appropriations legislation. Any award selections under this notice will be subject to <br /> the availability of funds. <br /> While the Department is initiating the process of soliciting applications for FY <br /> 2017, awards will be subject to the availability of funding; the Department is <br /> currently operating under a Continuing Resolution, and the obligation limitation <br /> distribution for the balance of the Fiscal Year will depend on Congressional action. <br /> However, as obligation limitation associated with this program currently expires at <br /> the end of the Fiscal Year, the Department is now beginning the process of soliciting <br /> applications to facilitate the possibility of awards with sufficient time for grantees to <br /> obligate in advance of peak construction season, while accounting for the requirement <br /> that the Department notify Congressional Committees 60 days ahead of awards. <br /> 2. Eligible Uses <br /> FASTLANE grants may be used for the construction, reconstruction, <br /> rehabilitation, acquisition of property(including land related to the project and <br /> improvements to the land), environmental mitigation, construction contingencies, <br /> equipment acquisition, and operational improvements directly related to system <br /> performance. FASTLANE grants may also fund developmental phase activities, <br /> including planning, feasibility analysis, revenue forecasting, environmental review, <br /> preliminary engineering, design, and other preconstruction activities,provided the <br /> project meets statutory requirements. <br /> Page 8 of 48 <br />
