d. Grant Funds, Sources and Uses of Project Funds including information <br /> to demonstrate the viability and completeness of the project's financing <br /> package, assuming the availability of the requested FASTLANE grant <br /> funds. The applicant should show evidence of stable and reliable capital <br /> and(as appropriate) operating fund commitments sufficient to cover <br /> estimated costs; the availability of contingency reserves should planned <br /> capital or operating revenue sources not materialize; evidence of the <br /> financial condition of the project sponsor; and evidence of the grant <br /> recipient's ability to manage grants. At a minimum, applicants should <br /> include: <br /> i) Future eligible cost, as defined in Section C.3.ii-iii. <br /> ii) Availability and commitment of all committed and expected funding <br /> sources and uses of all project funds for future eligible project costs, <br /> including the identity of all parties providing funds for the project and <br /> their percentage shares; any restrictions attached to specific funds; <br /> compliance or a schedule for compliance with all conditions applicable <br /> to each funding source, and, to the extent possible, funding <br /> commitment letters from non-Federal sources. <br /> iii) Federal funds already provided and the size, nature, and source of the <br /> required match for those funds, as well as pending or past Federal <br /> funding requests for the project. This information should demonstrate <br /> that the requested FASTLANE funds do not exceed 60 percent of <br /> future eligible project costs and that total Federal funding will not <br /> Page 23 of 48 <br />
