f. Project Readiness including information to demonstrate that the project is <br /> reasonably expected to begin construction in a timely manner. For a large <br /> project, the Department cannot award a project that is not reasonably <br /> expected to begin construction within 18 months of obligation of funds for <br /> the project. The Department will determine that large projects with an <br /> obligation date beyond September 30, 2020 are not reasonably expected to <br /> begin construction within 18 months of obligation. Obligation occurs <br /> when a selected applicant and USDOT enter a written, project-specific <br /> agreement and is generally after the applicant has satisfied applicable <br /> administrative requirements, including transportation planning and <br /> environmental review requirements. Depending on the nature of pre- <br /> construction activities included in the awarded project, the Department <br /> may obligate funds in phases. <br /> Preliminary engineering and right-of-way acquisition activities, such <br /> as environmental review, design work, and other preconstruction <br /> activities, do not fulfill the requirement to begin construction within 18 <br /> months of obligation for large projects. <br /> To assist the Department's project readiness determination, the <br /> Department will consider information provided in this Section D.2.ii.d. <br /> (Grant Funds, Sources and Uses of Project Funds) in addition to the <br /> following information: <br /> i) Technical Feasibility.
