b) the project can begin construction quickly upon receipt of a <br /> FASTLANE grant, and that the grant funds will be spent <br /> expeditiously once construction starts; and <br /> c) all property and/or right-of-way acquisition will be completed in a <br /> timely manner in accordance with 49 CFR part 24 and other legal <br /> requirements or a statement that no acquisition is necessary. <br /> iii) Required Approvals <br /> a) Environmental Permits and Reviews: As noted in Section <br /> D.2.ii.£iii above, the application should demonstrate receipt (or <br /> reasonably anticipated receipt) of all environmental approvals and <br /> permits necessary for the project to proceed to construction on the <br /> timeline specified in the project schedule and necessary to meet the <br /> statutory obligation deadline, including satisfaction of all Federal, <br /> State and local requirements and completion of the NEPA process. <br /> Although Section C.3.vi (Project Components) of this notice <br /> encourages applicants to identify independent project components, <br /> those components may not be separable for the NEPA process. In <br /> such cases, the NEPA review for the independent project <br /> component may have to include evaluation of all project <br /> components as connected, similar, or cumulative actions, as <br /> detailed at 40 CFR § 1508.25. In addition, the scope of the NEPA <br /> decision may affect the applicability of the Federal requirements <br /> Page 29 of 48 <br />
