Voting No: <br /> <br />C~4ISSION BUSINESS <br /> <br />Presentation By_ Engineers Of Draft Of Final Air_port Master <br /> ]~lan And Ai _rport Layout Plan: <br /> <br />Chairman Ippel stated that this Airport (k~ission was formed almost two years <br />ago to study the feasibility of making Gateway North Industrial Airport into a <br />municips_lly owr~d and operated facility; the City engaged oonsultants fr~m <br />Hakanson/Anderson to prepare an Airport Master Plan. The Airport Co~nission <br />has o~nducted two public meetings, an open house at the airport facility and <br />made a tour of similar facilities in the Metro area. <br /> <br />(~airman Ippel stated that tonight the oonsulting e~gineers will be lxesenting <br />the final draft of the Airport Master Plan; on April 29, there will be another <br />public informational meeting regarding the Plan; a public hearing regarding <br />the Airport Master Plan is tentatively scheduled for some time in August. <br /> <br />Mr. Larry Koshak of Bakanson/Anderson began by thanking the Airport (lmmission <br />and Anoka and Elk River Chambers of O~merce for their assistance in preparing <br />the Airport Master Plan. <br /> <br />Mr. Koshak stated that in 1978 there was a Iow budget study started to <br />determine if the Gateway North Airport Gould meet eligibility for Federal and <br />State funding and at that time, it did not appear that it Gould; subsequent <br />studies Goncluded the same as that 1978 study. The studies were supported by <br />Mn/DoT and the results of the first Ho studies was to go to a site selection. <br />A number of sites were selected for an airport in Ramsey and that report came <br />to a Gonclusiofl on several sites. Another study was performed on the selected <br />site, the General Mills property. ~hose oonclusions were presented to Gouncil <br />and at that time, (buncil felt that a municipal airport on the General Mills <br />property was not the way to go and dropped the issue. In 1983, the airport <br />issue came up again and resulted in the forming of an Airport (k~m%ission and <br />the hiring of Bakanson/Anderson as consultant engineering firm. <br /> <br />Mr. Koshak introduced Mr. Merland Otto. <br /> <br />Mr. Merland Otto stated that the draft final Master Airport Plan is ready to <br />be subnitted to Metro (buncil; Mn/DoT Department of Aeronautics; and FAA. The <br />preliminary review process will be initiated by these agencies and takes a <br />minim%~ of 30 days. <br /> <br />Mr. Otto discussed the role of Gateway North in the existing and future Metro <br />airport system. The Metropolitan Airport Cc~m%ission has 7 general aviation and <br />one air carrier facilities that they (~n and operate.
