CONSENT AGENDA <br />Motion by Councilmember Johns, seconded by Councilmember Kuzma, to approve the <br />following items on the Consent Agenda: <br />4.01: Receive Cash and Investments for Period Ending October 31, 2016 <br />4.02: Approve the following Meeting Minutes: <br />1) City Council Work Session dated October 25, 2016 <br />2) City Council Regular dated October 25, 2016 <br />4.03: Approve Licenses: <br />Therapeutic Massage Establishment <br />Pure Reflexology and Massage/7850 Riverdale Drive NW <br />Therapeutic Massage Therapist <br />Nichole Roy/7850 Riverdale Drive NW <br />Therapeutic Massage Therapist <br />Hong Zhang/14037 St. Francis Boulevard NW <br />4.04: Request to Declare Surplus Property <br />4.05: Adopt Resolution #16-11-212 Approving Cash Disbursements Made and Authorizing <br />Payment of Accounts Payable Invoicing Received During the Period of October 20, 2016 <br />through November 2, 2016 <br />4.06: Adopt Resolution #16-11-213 Accepting Metropolitan Council Planning Assistance <br />Grant and Authorizing Grant Agreement with the Metropolitan Council to Aide in <br />Preparation of 2040 Comprehensive Plan Update <br />4.07: Adopt Resolution #16-11-214 to Hire a Temporary Fall Seasonal Employee and <br />Temporary On -Call Snow Plow Drivers <br />4.08: Report from the Public Works Committee: <br />1) Recommend Landscape Improvements for Center Median in the Sweet Bay Ridge <br />Development: Ratify the recommendation of the Public Works Committee to approve <br />the proposed plan provided by Great Northern Landscapes, Inc., further investigate <br />funding sources for this plan, and return to it to the Public Works Committee upon <br />conclusion at the November meeting. <br />2) Consider Work Order for Sunwood Drive Roundabout Streetscape Design: Ratify the <br />recommendation of the Public Works Committee to cap funding from the Parks and <br />Recreation Department at $11,989 and accept the proposed from WSB and <br />Associates, Inc. <br />3) Develop Policy for Installation of Non -Priority Street Lights: Ratify the <br />recommendation of the Public Works Committee to leave the policy as it currently <br />reads. <br />4) Receive Neighborhood Petition Requesting Change to Current Traffic Control: Ratify <br />the consensus of the Public Works Committee that this is a problem that needs to be <br />corrected for safety reasons. <br />Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Johns, Kuzma, <br />Riley, Shryock, and Williams. Voting No: None.
