CITY OF RAMSEY COUNTY OF ANOKA STATE OF MINNESOTA A special meeting of the Ramsey City Council was held on October 24, 1978 at the Ramsey Municipal Center, 15153 Nowthen Blvd., N.W., oamsey, Minnesota 55303. The meeting was called to order by Mayor Arnold Cox at 7:37 P.M. Present: Also Present': City Administrator Schnelle Councilman Gamec Councilman Mickelson Councilman Reimann Councilman Muller Mayor Cox Building Official Berg' Street Superintendent Mevisson Chief Auspos Assessor Wirz 'Accountant Moen Secretary Beyer Mayor COx led in the .Pledge of Allegiance to the Flag. APPROVAL OF AGENDA Mayor COx read the agenda. CITIZEN INPUT There was no citizen input. COUNCIL BUSINESS The proposed 1979 City Operational Budget Was submitted:bythe.City' Council Budget Committee.~along:with a supptementary-budgetfor~_futt Council review and adoption.~ Thel City-Administrator explained, to-the~ Council that this was-the City's-first line~item .budget~- He:-~further--ex-~- plained that this would give the Council a 'truer picture~of~._actual ex-. penditures incurred and a better-backgroundapproach to the City's operational costs. It was further explained that the core budget provided no additions to the City's expenditures other than inflationary increases (except a chief- of police was added to the core budget). The supplementary budget pro- vided for increases in personnel, equipment and for engineering studies. Motion by Councilman Reimann and seconded.byMayor Cox to not add an additional man to the Street Department but to authorize the adding of a truck to the 1979 core budget. Motion carried. Voting yes Councilman Muller, Co~ncilmanReimann, Council- man Mickelson, Councilman Gamec and Mayor Cox. Voting no None. Motion by Councilman Mickelson and seconded by Councilman Gamec to add the Chief of Police to the core budget with the effective date for fund- ing of the positions would be January 1, t979.~
