P &Z-2- <br /> · 11/6/78 ', ' <br /> <br />Item4. Case of Jack Henkveld - R,ezoning Request. <br /> Commission reviewed this item in regards to the continuation of Industry Blvd,'. <br /> and best use of this property. The consensus of the Commission was to leave <br /> their recommendation in regards to the rezoning as is until it Can be determined <br /> if there is a need for additional industrially zoned land. <br /> <br /> Motion by Ron West, seconded by A1 Sorteberg to ~ecommend to the City Council to <br /> proceed with their plan to continue Industrial Blvd. through to Puma Street. <br /> Motion carried 4-0. <br /> <br />Motion by Ken Peterson, seconded by A1Sorteberg to recommend to'.the City 'Council <br />that they establish'a Study Committee to examine ~the amount of land already <br />zoned industrial to determine best use and if there may be a need to acqui're <br />additional land by rezoning. Motion carried 4-0. <br /> <br />Item 5. Rezoning of Rural Service Area to Transitional Area. <br />Kathy Schneider asked if the'Metro Council had been questioned as to their <br />feelings regarding any such change. Mr. Schnelle repliedl that the Metro Council <br />had not been specifically asked'about this matter. Valerie Bensen, 8506- 173rd <br />N.W., Ramsey asked what was necessary to get the l0 acre lot-s~ze changed, and <br />explained that it was imposi~ng serious hardship on her.' RonWest st~{ed that <br />the P & Z was'presently working on making a reconlnendation to the CoUn'cil, how- <br />ever, there was a need to obtain additional input prior to this recommendation. <br />Consensus of the Commission to table this item pending .fgrt~.er information, from <br />staff, and others such as Dexter Marston, Dick Sha, plus that.we receive con~nent <br />from .the Metro Council. Also requested was a letter from ~he City Attorney <br />stating the reasons for establishing the l0 acre lot size rural area so it can <br />be determined if these reasons are still applicable or valid. <br /> <br />Item 6. Amend Section 170.019 Of'Zoning'Ordinance. · <br /> <br />Motion by Kathy Schneider,'seconded by A1Sorteberg to recommend'to thee City <br />Council to hold a Public Hearing in regards to amen'di~th~6~in~.or~inance . -~. <br />(~ection 170.019).to allow the P & Z Commission to conduct the Public.]Hearings <br />on rezonlng matters due to the. fact that the P & Z Cdninission feel~F~p, ut from <br />these Hearings are'necessary to provide accurate findings of fact on rezoning <br />issues.. Motion carried 4-0. ~ <br /> <br />Item 7. Frontage Roads.. for Hwy #10. <br />Ron West stated that he was concerned with affecting the livei, hood of commercial <br />and industrial businesses presently.in Ramsey as well as future, and that this <br />entire matter will require a thoroughl'study. Ken Peterson suggested that we <br />hold a work meeting with staff and the Highway Dept, prior to public involvement. <br />It was also discussed that an advisory committee be established consisting of <br />representatives'from staff, P & Z, Council, and::l'ocal business persons. It was <br />the.consensus of the Commission to have staff arrange for the work meeting for <br />the first Monday in December. <br /> <br />Item 8. Industrial/Commercial Design Review. <br />The need for Design Review by P & Z was discussed,'and Ron West pointed out <br />that Cit'ies with strict design requirements usually have City services available <br />to attract the people willing to invest in their property. It was pointed out <br />that the standards used could prevent unattractive industrial parks from occurring'. <br />It was the consensus of the Commission that the c°n~nittee involved in the study <br />of industrial lands(item4) should also be involved in establishing criteria and <br />standards'that could be used in amending the zoning ordinanceto allow-for design <br />approval by'the P & Z Commission. <br /> <br />Item. 9.
