PLANNING & ZONING City of Ramsey County of Anoka State of Minnesota P&Z-1-. 9/11/78 A special meeting of the Ramsey City Planning & Zoning commission was held on Septem~.er 11, 1978 at RamseyCity Hall, 15153 Nowthen Boulevard.'.'Mee. ting was called to order by Chairman Ken Peterson at 7:00 p.m. with the following in attendance: \ Kenneth Peterson Gerald Zimmerman Also pre~ent : A1 Sorteberg Arthur Dunn Lloyd Schnelle, Adm. Kathy Schneider Clayton 'Berg, Bldg2 OffiCial Mr. Fred Armstrong and his real estate agent, Mr. Allen were present to explain. .that he had made arrangements to sell his property , and at ~losing time' discovered 'the zoning called for 10 acre lots. Gerry zin~erman and Ken Petbrson.recalled trying.to contact Mr. Armstrong at the time this was changed, however, Mt. Armstrong was not available. Mr. Armstrong . stated that he had been in Florida and had not been aware of any changes in zoning. Commission .discussed the jagged line indlcatin~he boundary-between thy transitional_ and the rural service area. It was noted that"h-couple of areas-the-line disects a forty with only one owner. Art Dunn checked the soils and stated that he did not feel soils were a reason for the boundary. Without any specific reason defining how line was originally determined,.the-Commission did not feel it would adversely affect the plan to square off this corner to even the boundary line. There was .discussion regarding using the forty lineor.the ~reek.as-thebou~dary--on the North, and'it was pointed'out that'-ian~.-between~the--creek and-the forty line.would not be buildable land.. 'Motion .by - Gerry Zimmerman ,~'~econded by Art Dunn~ to . recommend to --~he-Ci tg.~ Council to move the transitional area.boundary toinclude the.property West_of_Sports Haven, East of the General Mills property, and South of Trott Brook excepting land already platted (Woodlawn Estates & Forest Hideaway) based on the following findings: 1.) Area surrounded by'plats with 1 acre lots. 2.) Soils suitable for..2.5 acre building sites. 3.) Present zoning creates undue hardship to the majority property owner.. 4.) Would in effect create a more 'even boundary line. Motion carried 6-0. Item #2 P & Z Budget discussion Brief discussion of budget for 1979 was held with comments being reCorded by' Ken Peterson for discussion with Mr. Schnelle. It was not determined which members will meet with MR. Schnelle at a more formal meeting. Motion by Gerry Zimmerman, seconded b~ A1 Sorteberg to adjourn: Meeting adjourned 8:10 p.m.
