'11~0 :finding:of fact is as follows: 1) Faith Baptist Church had authority to use a former signle family dwelling located at 15528 Hematite Street N.W., Anoka, Minnesota as a c]n~rch in ]975. 2) In 1.975 the property located at 15328 Hematite Street N,W. was in an R-1 distri-t. 3) In 1.975 the then Ramsey Zoning Ordinance provided that a church was a permitted use in a residential zone, 4) Prior t6 the use and occupancy of the building at-15328 Hematite:- as a church, Ramseu.required certain structural and inside construction... mod]fi.cations in adcord with the State Building Code regulations, 5) In January, 1978, Ramsey adopted a new zoning ordinance which pro- rides that a church is not a pennitted use in the R-4 (Residential) district. 6) On Aug~ist 10~ 1978, the building located at 15528 Hematite Street N.W., was substantially destroyed by a fire and does require recon- struction. 7) The property located at 15328 Hematite Street N.W.~ continues to be located in the R-1 Residential Zone. 8) On August 16, 1978, Faith Baptist Church applJed for a conditional use permit from Ramsey for the construction of a church bui]ding as well as reconstruction of the original building on the site to be used as a parsonage or in the alternative reconstruct the original building but increase its size and change its design so as to be more church like in appearance.
